MINUTES OF SELECTMEN MEETING – September 9, 2013 5:00 PM

Steven made a motion to appoint Jack Conboy, Assistant Board of Health Agent to witness perc tests in absents of the Board of Health Agent. Tom seconded board unanimously.
Tolland resident Heidi Cowles expressed concerns with the school bus transportation arrangements for 2013-2014 for her son Jayden. An email to Heidi from Stephen J. Presnal, School Business Manager stated that “the north section of Tolland presented some challenges to the district with respect to student transportation. In response to those challenges the district offered financial considerations for the efforts of parent and students to shoulder some of the transportation responsibilities.” This school year, the district would like to establish a regular pick up and drop off location at the Tolland Town Hall, and the district is prepared to offer a $250 stipend. Heidi is requesting that the district agree to the same arrangements as last year which was allowing her if needed to call for transportation the morning of school. In
making the phone call she would be assured her child would have transportation to and from school. The Board of Selectmen asked Ted Locke to look into getting the same arrangements as last year.
Jessica Kelmelis requested a date that she can voice to the Library Trustees as to when the antenna located on the Library will be removed. The board told Jessica that she can expect it to be removed by November 1. Jessica also requested that with budget time approaching that the Selectmen budget for the Library’s exterior to be painted and the doors to be replaced. Steve stated that he looked at the exterior of the building and would like to have someone who is an expert with old buildings come out and evaluate the building.
Phil Grannan gave an update on the LESO grants. A LESO grant is to be used for Police Department’s and is governmental surplus given at no charge. Currently, Phil is working on obtaining HMMVV’s Ed asked would be responsible for the transportation and cost of the vehicles. Eric voiced that the town would only allow the vehicle is the Police Department has a purpose for them. If so the monies would have to be expended from the Police Department budget.
Phil is also working on a STRAP grant if awarded the monies would be used for Route 57. Phil is requested estimates on culvert replacements and paving of Route 57.
Ed requested authorization to transport roadside materials to Tolland residence. The material would just be place on their property. Board authorized Ed unanimously.

The conversation of the town moving forward with the purchase of Whitney Bonadie’s property. The board would like Whitney to give them a price for the 182 acre parcel. Also, would Whitney be willing to divide the 182 acre parcel, giving the town the option to purchase from route 57 to the Tolland Highway Garage approx 2,000 feet. The Selectmen are not interested in the property located on the west side of Colebrook River Road which includes the houses.
